The house at V.Putvinskio 14 was built in 1927. According to the documents, the architect of the structure was V. Landsbergis, and the owner was lawyer Juozas Landsbergis, who was a famous lawyer at the time. V.Putvinskio street was an important part of the city during the interwar period, where the embassies from various countries were located. This building housed the French embassy between 1929 to 1940.

The structure itself is relatively small; however, it has a distinct architecture. It has a basement, a ground floor and a first floor. The basement is in the form of a semi-basement, which increases the level of the ground floor. Therefore, the building gives the impression that it resides on top of a plinth. The entrance is through a small loggia-like area, which is at the left axis of the building. The window, which is next to the main entrance, also has an arch on top; however, the rest of the windows on the facades of the building has a rectangular shape. The right axis of the building has a different language than the left axis. It is gradually in front of the left axis, and it has moulding between the ground floor and the first floor. Furthermore, the street facade has only one window opening on each floor. The other two windows are blocked. The parapet in front of the roof hides the pitched shape of the roof structure, which makes the building to look as if it has a flat roof.
