The owners of the house on Traku 17 had an iron and weapons shop in Kaunas. They wanted to build a house for themselves and gave the duty to engineer Leiba Zimanas. Unfortunately, the building was constructed in front of the house of Antanas Tumenas, the Prime Minister of Lithuania at that time. He filed a fierce complaint with the court that he was deceived by the fact that when he built the house, he had a beautiful panorama in front of the house and that the new house blocked the beautiful view. He even called the building a "pornographic figure" in front of his home. After the complaint, Muskatiene adjusted the design of the rear facades, which face Tumenai House.

The building has a semi-basement/ ground floor and three floors on top. It has a symmetrical facade around its central axis. At the central axis is the main entrance door and five small windows vertically located on the door, allowing the staircase to have natural light. The central axis is higher than the other parts of the facade, which gives it an emphasis. There are horizontal stripe bandings on the ground floor and threaded plaster between the windows. With the bandings and the continuous windowsills, the facade of the building has a horizontal emphasis. At the back facade of the building, there is an extra floor on top of the original eave. Furthermore, there are eight balconies at the back facade, horizontal strips at its balustrade, and three French balconies at the later added floor.
