The permit for the construction of this building was issued in 1928, and the construction was completed in 1929. The project of the building was made by engineer-technologist Leonas Ritas. Inside the L-shaped building, there were apartments for rent, the largest of which had five rooms. The exterior of this building is ornate, with many elements of historical styles. This is most visible on the main and side facades. They are both symmetrical with two sleek bay windows. Both facades are divided by vertical windows and smooth wall planes with flower-shaped decorative elements. The main entrance is characterized by a portal of classical forms and a vertical, decorative-looking staircase window opening and two large pilasters. The upper part is emphasized by finely decorated wavy cornice and parapet. One of the corners of the building is decorated with a cartouche. The appearance of this building is a bit similar to another building designed by Leonas Ritas around the same time, which was built on Karo Ligoninės street.
