The concrete arches, also known as Andropov's Ears, were built in 1983 by O. Kalandarishvili and G. Potskhishvili in Tbilisi for an official visit by the Chairman of the Presidium of the Supreme Soviet. They were demolished after independence in April 2005 and the President Saakashivili inaugurated himself their destruction.However, the foundations and some parts of the concrete arches are still visible today, because the complete demolition had to be stopped for static reasons.
